How to have non-compliant passwords on OS X accounts reset password?


I am trying to set up a password requirement for the accounts on OS X 10.9 I am editing it by using the following command:



sudo pwpolicy -setglobalpolicy "maxFailedLoginAttempts=5 minChars=10 requiresNumeric=1 requiresSymbol=1 requiresAlpha=1"


however if a new account is made it allows them to type in whatever password they want and does not enforce the policy. However, if I then "reset" the account password, the password policy seems to come into effect and prevent the password change if it is not compliant. My question is, is there a way to enforce the password policy for all new accounts created so it requires you to initially abide by the password policy? If not is there a way to have the computer check accounts for compliancy and if not compliant have a password reset during next login?
