setting up and running iBitterlich forestry app on an I-Phone4s

would like to get an IPhone 4s to run http://ift.tt/1tubVIk don't particularly want internet service provider for the I Phone, if I buy an I phone 4 somewhere, can I down load the app via wireless link to my HP Pavillion 6 laptop and it's internet, and run it without any internet service on the phone.
