Reminders app cannot be opened nor killed

The Reminders app used to work correctly for a time, but now it seems to have become a ghost. It shows up in the dock as if it was running, with a "not responding" label in the contextual menu, but there is no Reminders process anywhere in Activity Monitor or ps output.

Since there is no way to kill a process that is not open, I am stuck with this ghost.

I tried to kill the Dock and restart the system, to no avail.

If I manually start the Reminders executable that is inside the app package, it spawns a new Reminders icon in the dock and I can use the app, but the original icon stays there with the "not respoding" label.

What can I do?
