Is there any Photoshop Alternative which i can use with similar function and effect.s

I am Looking some alternative to photo shop, But failed to find it. I am looking similar function program, not just small function. Just i got some near to similar website like www.toolpic.com But not same like photoshop. I wonder is there any similar desktop version for it. Toolpic is browser based but i am looking for desktop verison.
