How to create in OSX a bootable usb key with Windows 8.1 for a PC

I have a PC laptop without OS and I would like to install on it Windows 8.1.

How can I prepare a bootable usb key in Yosemite? the final destination is not the MAC, but the PC.

I have to use OSX only for prepare the bootable usb Key.

is it possible? how can I do it?

I saw this post: Creating A Bootable USB Of Windows 8.1 On OS X? but here the final destination seems another Mac. have I to follow the same procedure?
