Buying iPhone6 in Us and gifting to someone in Europe

If I buy an iPhone6 (the T-Mobile contract free one) in the US and gift to a friend in Italy, will it be fully functional there once he inserts an Italian TIM card? Will I have a financial obligation to T-Mobile?
