Trying to use a new Apple ID to reinstall Mac OS X

I am new to the Mac world and I just created an Apple ID. I am trying to reinstall OS X because of a problem with the Mac. When it asked to enter an Apple ID, I enter my new one and it gives me an error stating that I need to review my account because it is new. I have checked and everything seems to be entered into the new account profile. What am I missing?
