Symbolic links to icns files are ignored?

When http://ift.tt/1qjWvEL is a (valid) symbolic link, it is ignored: Foo is shown with the generic icon - not the one shown by open http://ift.tt/1qjWvEL. When I replace the link with a copy:

$ mv Foo.icns Foo1.icns
$ cp Foo1.icns Foo.icns

The icon associated with Foo is correct.
