How to fully delete Burst photos on iphone forever

If you delete a 'burst' photo from all albums on your phone then turn on wifi the photo will not upload to any of your iCloud devices including ones other than the device that was used?? Such as other joint accounts with your iCloud with other people's phones?? Thank youu
