How does boss revolution provide both IAP and Credit card options

Apple guidelines specifically mention voip minutes as consumable content type. So In app purchase option has to be implemented. But they are also able to implement credit card option(see:http://ift.tt/1FFBVUy). how is that possible? Does apple just need IAP as one of the options or should it be the only option?
