Can't force quit google chrome until renaming it (more of a whats happening question)

After force quitting chrome, and trying to open, nothing happens, then chrome says it is not responding and i cannot force quit chrome. According to activity monitor, and terminal, chrome is not running, but according to force quit, and finder, it is running. When i try to force quit from cmd+alt+esc, nothing happens, when i try to do it from terminal

killall Volumes/Macintosh\ HD/Applications/Google\ Chrome.app

killall Google\ Chrome

it says the process cannot be found, and i cannot find it in activity monitor.

I couldn't move it to trash because it was open, so i had to

sudo rm -rf Volumes/Macintosh\ HD/Applications/Google\ Chrome.app

After delelting it, the problem is gone, but when i download google chrome again, it happens again. Renaming google chrome does let me use it, but its still broken when i rename it back to the original.
