iPhone 6 - Activation Lock

I recently purchased a second hand iPhone 6. Using the IMEI number on Apple's Activation Status Lock Tool online I can see that the activation lock is off and the phone can be set up by a new user.

However the phone itself has the 'Find My Phone' turned on and I keep getting asked for the iCloud password to turn off this feature or to erase the phone.

Is it possible for me to set up this phone without the iCloud password ?
