How do you emulate an AirPort Base Station with a Windows machine?

If possible, how do you make a Windows desktop (Win 8.1) machine act as an Apple AirPort Base Station so that I can use Time Capsule on my MBP to backup to a drive on my Windows machine?

Bonus points for how to use an offsite drive like my Google Drive or OneDrive.
