iPhone Data vs Phone

Sometimes my iPhone can handle both phone calls and background data transfer concurrently, even without wifi. However, if that is not possible, iPhone terminates data transmission to handle incoming telephone transmissions by default.

Is there a way to prioritize certain apps' usage of data to trump incoming phone calls?

For example, I would like any active mobile hotspot network data transfers to trump incoming phone calls, while I would prefer incoming phone calls to trump background Shazam data.
