Cant make calls on my iphone 4s

I have recently bought an iphone4S on ebay that had a broken screen I have replaced the screen and it works fine the only thing is that it wont make or receive calls/texts. Most of the time it says that it is searching for a network when it finds one it still wont let me make calls. the wifi works fine.
