MAC: I have Garageband 6.0.5. Why does updating to Garageband 10 (next version, don't get fooled by numbers) cost money?

I have Garageband 6.0.5. Why does updating to Garageband 10 (next version, don't get fooled by numbers) cost money? I thought updates were free!!!
