iTunes sync stalls on "Backup" step after I've taken new photos on my iPod Touch

I have an iPod Touch 5, which has a camera. If I take a photo with the camera, then sync with iTunes on Windows 7, then the sync process will stall on the Backup step, once that step is almost complete. It doesn't move after that.

I checked the Task Manager and it shows that iTunes is using 25% CPU so it seems to be doing something, but nothing ever happens.

In order to temporarily fix the problem, I open Command Prompt as admin and run netsh winsock reset, which will indeed fix the problem. But only until the next time I take new photos, and sync.

Is there a more permanent fix I could try for this problem?
