I can't scroll left/right until I scroll up/down!

I borrowed this Magic Mouse and noticed that I can't scroll to the sides (on a fresh page/window) unless I "unlock" it by scrolling up and down, is that the intended behavior?

To reproduce:

Go to anything with the ability to scroll inside, such as a web page, Finder, even Launchpad. Now try first the scroll left or right, does it work?

MBP 13" (late 2013) and 10.10.1.
